Colonel Rick L. Campise, Ph.D., Acting Director

Colonel Rick L. Campise, Ph.D. is T2’s Acting Director.  He holds a Bachelor of Arts in Psychology from Westmont College, a Master of Arts in Psychology from Pepperdine University, and a Doctorate of Philosophy in Counseling Psychology from the University of Kansas.  Colonel Campise accomplished his Clinical Psychology Residency at Wilford Hall Medical Center, Texas, completed a post-doctoral fellowship in Pediatric Psychology at Harvard, and was the second Air Force Pediatric Psychologist to become board certified.

He has served in leadership, staff, and clinical positions.  Colonel Campise has been a Medical Group Commander, Medical Operations Squadron Commander, Aerospace Medicine Squadron Operations Officer/Deputy Squadron Commander, Patient Squadron Commander, served in the Office of the Surgeon General, and performed as both a clinical provider and supervisor.  

Mark A. Reger, Ph.D. Deputy Director; Chief, Research, Observation and Investigation Program

Mark A. Reger, Ph.D., Deputy Director

T2 Deputy Director, Mark Reger, Ph.D. completed his doctorate in clinical psychology at the Rosemead School of Psychology. He went on to complete a 3-year National Institutes of Health (NIH) National Research Service Award (NRSA) postdoctoral fellowship at the University of Washington School of Medicine/VA Puget Sound Health Care System.

Dr. Reger has published papers across a broad range of fields, including post-traumatic stress disorder, suicide, telepsychology, neuroendocrinology, and research ethics. He is currently the Deputy Director of the National Center for Telehealth and Technology (T2); Chief of the Research, Outcomes, Surveillance, & Evaluation Division of T2; and Affiliate Assistant Professor of Psychiatry & Behavioral Sciences at the University of Washington School of Medicine.

Karl O. "Skip" Moe, Ph.D. , Chief of Staff

Karl O. “Skip” Moe is the Chief of Staff at T2, oversees all administrative, personnel, and fiscal activities, and coordinates with all T2 Division Chiefs toensure that each division is effectively staffed, funded, and supported. Dr. Moe received his Ph.D. from Arizona State University. Over the course of a nearly 30-year career in military behavioral health care, Dr. Moe has held senior leadership positions at the HQ USAFE Command Surgeon’s Office, Wright-Patterson USAF Medical Center, as Consultant to the USAF Surgeon General for Clinical Psychology & Associate Chief of the Biomedical Sciences Corps (Chief Clinical Psychologist for the USAF), USAF Mental Health Flight Chief at Malcolm Grow Medical Center, and the Senior Military Psychologist at the Uniformed Services University of the Health Sciences.

Jamie Adler, Ph.D. Chief,  Telehealth Program

Dr. Jamie Adler is the Chief of the  Telehealth Program(THP)  of the National Center for Telehealth and Technology (T2), responsible for the development of DoD telemental health network and partnerships that improve access to care, and the pursuit of policies and innovative technologies to drive successful implementation of these initiatives. Dr. Adler is a highly experienced developer of programs, administrator, researcher, and teacher in the telehealth field, having led numerous telehealth programs and initiatives within the Department of Veterans Affairs (VA) since 2001.

Don Workman, Ph.D. Chief, Emerging Technologies Program 

Dr. Don Workman is chief of theEmerging Technologies Program (ETP) at the National Center for Telehealth & Technology (T2), responsible for driving the organization's efforts in piloting and evaluating existing and emerging technologies showing the potential to improve psychological health and Traumatic Brain Injury resources for the military community.

Dr. Workman is an accomplished clinical and research psychologist, with an extensive background in psychological coping and adjustment to medical disorders, trauma, and psychological evaluation/consultation.

Robert Ciulla, Ph.D. Chief, Mobile Health Program 

Dr. Robert Ciulla is a licensed clinical psychologist who completed his Ph.D. in clinical psychology at the University of Massachusetts. He is currently leading T2’s web-based development efforts with the objective to deliver behavior-change strategies to the military and provider community. Prior to joining T2, Dr. Ciulla served as the Chief of Madigan Army Medical Center’s Soldier Readiness Service and the Soldier Wellness Assessment Pilot Program. Dr. Ciulla’s experience is especially focused on developing psychological materials and surveillance tools across a broad spectrum of technology platforms.

Bob Kayl, MSSE & MHR Chief, Technology  Division

Bob Kayl brings a unique blend of technology management expertise. He holds a master's degree in both software engineering and human relations. In addition, Mr. Kayl has numerous professional trainings, specialized licenses and graduate certificates. His extensive software and database development experience and IT/IS management experience enable a robust technology systems program. Mr. Kayl leads and manages all technical aspects of T2’s vision, mission, goals, objectives and operations. Prior to joining T2, Mr. Kayl was the Information Technology Director at Univera, Inc. and completed 20 years of active duty service in the Air Force specializing in information security, system and network administration.
